The debris you are looking for can be found in what is shown in the image below:

Whatever debris you have here, destroy this and clear out the area. One will then be able to access the start build option.

From there, you’ll be able to build your stables.

So, in summary:

  • Find the location in our image/video and clear out the debris.
  • Once you do, you’ll be able to access the start build option and build the stables.
